 Born in Salvador, in 1830.
Pasted the degree of Doctor of Medicine in 1851, the Faculty of Medicine of Bahia.
Substitute Section of Medical Sciences in 1855. Lens Hygiene and owner of the History of Medicine in 1858. Retired professor in 1881.
Council Member of the Emperor, Knight of the Order of Christ and National Guard Surgeon.
He participated with dedication and patriotism, the Paraguayan War.
In private life, was a humanitarian doctor.
Elected Deputy Provincial (1879-1881), although disagreeing with some opponents, bore himself with pride and seriousness.
His inaugural thesis, under the heading "Considerations about the physical and pathological men of letters", despite being considered eccentric, was welcomed by the committee.
This did not occur with the Historical Memory of the Faculty, of his own, concerning the year 1862. The memory caused great controversy, and ultimately rejected by the congregation.
On this subject, reports Sá Oliveira (op. cit), "Counselor Seixas, and has proven its powerful intelligence and political prestige, showed that he was endowed with a lofty character and great honesty. In his Historical Memory exposed, with honesty, their ideas, leading to protests from the congregation, having been, by that corporation, rated the job of "indictment and slanderous, " and refused. Professor Seixas had printed the rejected memory and had another that was passed. "
He died in 1890.
