Born in Salvador, July 16, 1846.

Completed preparatory studies, he joined the Faculty of Medicine of Bahia.

In the fourth year of medical school, stopped going to present himself as a volunteer to the Brazilian army that fought against Paraguay.
After the war, Arthur Rios returned to the city of Salvador in early 1870 and completed medical school at the end of that year.
Hero, received several medals and decorations.
They were classmates: Antonio Pedro da Silva Castro, Jose Correia Archimínio, Arthur Cezar Rios, José Augusto de Lemos Júnior, Carlos Ludwico Drognat Landré Francisco Lino Soares de Andrade, Geraldo Francisco da Cunha, Isidoro Antonio Neri, John Christovão da Matta Bacelar, Florencio João Gomes, João Teles, José de Souza Dantas Theodosius, Satyro Dias de Oliveira and Virgilio Pires de Carvalho Albuquerque. Florencio João Gomes became famous educator, held in Bahia. Cezar Arthur Rios served important positions, besides being Senator from Bahia and President of the Chamber of Deputies. Satyro de Oliveira Dias, fought in the Paraguayan War and was President of the Province of Ceara. The others served in the Army Health Corps, during the Campaign of Paraguay (2).
After the conferring of the degree, Arthur Rios engaging in the public life.
Was elected provincial legislatures in 1872, 1874 and 1878.
Proclaimed a republic, was elected to the Constituent Assembly and was re-elected in various legislatures, reaching, including the President of the Chamber of Deputies.
Senator, in 1899, continued in public life, with dignity, eloquence and honesty.
In 1904, he retired to private life, died on August 25, 1906.
