Born in Santo Amaro City, in the year 1816 (or 1817, some segudundo AA.).
Pasted the degree of Doctor of Medicine in 1840, the Faculty of Medicine of Bahia, along with Manuel Pires Maria Caldas (one of the founders of "Gazeta Médica da Bahia"), Salustiano Ferreira Souto (fu turo Professor of Forensic Medicine) and others.
In 1843, he ran unsuccessfully for the tender to Substitute Professor of Surgery Section. At the time defended a thesis on "The mechanism of labor with the fetus in the first position of the head. "
In 1855 he was appointed Lens of General Pathology.
Author of numerous scientific papers and held several public offices, including that of Chairman of the Public Health of Bahia.
He was Deputy Provincial General and Deputy Commander of the Order of the Rose.
He is the author of Historical Memory, Faculty of Medicine of Bahia, for the year 1859.
Says Sá Oliveira: "Robust Intelligence, master honorable, idealistic, with services to the public cause, Dr. Garcia was also a professional truly dedicated to the great work of popular medical assistance in our land, just quoted, to prove it, among other facts, their selfless actions during the cholera epidemic, morbo, in 1855, which is why he received the insignia of the Order of the Rose "(op. cit.)
