Born in Salvador, in 1879.
He joined the Faculty of Medicine of Bahia, in which the degree of Pharmaceutical pasted on December 10, 1898. Two years later, on December 18, 1900, pasted the degree of Doctor of Medicine from the same school.
As a student, was Internal and Auxiliary of Pharmacy, 4 th ward Provisional Military, installed in the premises of the Faculty of Medicine of Bahia, during the War of Straws.
From 1898 to 1900, was Internal Pediatric Clinic.
In 1902 he was appointed interim Trainer Forensic Medicine, from the Effective Trainer in 1903 (and remained so until 1911).
In the period 1911 to 1915 he was Professor of Hygiene extraordinary effective. From 1915 to 1924, Professsor replacement of Forensic Medicine and Hygiene.
In the years 1922 to 1924, held a doctorate in Public Health at Johns Hopkins.
Upon his return, he assumed the chair of Legal Medicine. From 1925 to 1936 he was Professor of Hygiene.
In the course of Pharmacy, conducted the chair of Food Science, from 1912 to 1915. In the course of Dentistry, Chair of Hygiene.
He was interim Director of the Medical School of Bahia (1933) and Director effective from 1933 to 1936 (the year of his death).
He held various public positions, including Director of the Press Office of the State.
Sá Oliveira said, "Along with improved general knowledge and broad in the subjects they taught conmhecimentos, Dr. Costa Pinto had the spirit constantly turned to the noble causes and a generous heart. It was a model administrator "(op. cit.)
